Welcome to North Tier Security Solutions
Our Mission is to provide high-quality, comprehensive training to aspiring security guards in Hawaii, a place that embodies the Aloha Spirit and a deep sense of community. We understand the unique challenges of security work in Hawaii, where tourism is a major industry and large events and gatherings require extra precautions. We also recognize the importance of maintaining a positive relationship between security personnel and the communities they serve. Our goal is to equip our students with the knowledge and skills they need to excel in their security roles, while also fostering a sense of professionalism, integrity, and respect for all individuals.
About the Owner The founder of North Tier Security Solutions is Jesse Rodriguez, who currently resides on the Big Island where his extended family has lived for nearly three decades. He is a Veteran Police Officer of the Los Angeles Police Department with over a decade of experience working Patrol along with many specialized units within the LAPD, including gang enforcement detail, street crime task forces, training and jail division.
He retired from the police force and decided to bring his expertise in law enforcement to the private sector. He witnessed firsthand the importance of effective security measures in maintaining public safety. He saw the impact that well-trained security personnel could have in preventing incidents before they occur and the impact a strong security presence can provide for businesses and communities.
Jesse Rodriguez, Founder (Police Officer II)
When not training security personnel, he spends his time on the Big Island working part-time at Kealakehe Intermediate school as a School Administrator. He helps students develop and pursue their strengths in education while helping them navigate the expectations they'll have going into high school, college and eventually the real world.

His family has a long standing connection to the Big Island: his aunt has taught at Kealakehe Elementary School, and his Uncle has been a Park Ranger at Kaloko-Honokohau National Historical Park for over 20 years.

North Tier Security Solutions would also like to pay tribute to Mr. Jeffrey Owens. Our company was licensed by the State of Hawaii using the Transcend Inc. Guard Training Curriculum, created by Jeffrey Owens.

Mr. Owens is a former Hostage Negotiator and retired Major with the Honolulu Police Department and past member of the State of Hawaii Board of Private Detectives and Guards.

On top of his extensive resume within the Honolulu Police Department, he is a Certified Speaking Professional (CSP) by the National Speakers Association (NSA), a Certified Virtual Presenter (CVP), a Certified Threat Manager (CTM) by the Association of Threat Assessment Professionals (ATAP), a 2021 Inaugural Inductee to the Hawaii Speakers Hall of Fame, and a 2022 Virtual Hall of Fame Speaker nominee (global).
